is it some kind of official kidnapping for ransom? will they release him if he pays a "fine"? i can't imaging Dubai is that broke - don't they own most of the world? is it state-sponsored racism? like 'non-arabs best keep out; that means blacks, chinese, and whites'. in any case, i'm scratching Dubai off my list (although i don't remember that it ever made my list in the first place).

I think he'd gone on holiday to Ethiopia, he was stopping over to change flights on the way back. some people like to be perceived as travelers rather than tourists, go on holiday to remote parts of Mongolia or the Gaza strip for example. personally I'm happy to be a tourist, go somewhere low risk.
