Depends on how he managed to get there. If he jumped up, he might have actually survived provided he was far enough away from the ground to prevent current finding its way to there via an arc.

Apparently he was too pissed to remember what he was doing at the time, so I don't imagine that he could have jumped that far - maybe a few feet. How far can 25,000 volts arc?

If he managed to clear all obstacles by more than 4 or 5 inches in the jump and subsequent swing, then managed to remain away from other grounded objects he might have survived. Not a risk I would take under the best circumstances.
Also, isn't pretty humid in Britian this time of year? That would help the arc go a tiny bit farther.

seems like the train he was photographed from was stopped due to the power outage, and te power was off at the time. I'm thinking that he was probably stood on something metal when he climbed on, jumping on wouldn't be all that easy in reality.

... as long as they are hanging with both hands onto the same wire close together, and no other parts of their body is touching anything else. The current passing through the person's body will be very small, and the person should be unhurt except for a tingling feeling. (But, please do not try this, as it is a very dangerous and silly thing to do!)
