I currently have eac on windows 98.

How do I convert wav to mp3 (high bitrate?)
Should I convert wav to mp3, i have heard of ogg and flac?
What bitrate should i use for mp3?
How do I get lame encoder binary/dll?
How well does winamp full free version work?

If it off a CD WMP will do a decent job of it. If it has DRM on it then the best I have found is TuneBite http://tunebite.com/en/remove_drm/index.html

I like winamp full free version (V.5, I think) very much.

I believe the OGG format has the best audio fidelity, but I don't know of any personal audio players that play OGG files (boo).
